Bug fix! For Delay Switches and Variables

This is a minor but important bug fix, if you are wanting to use Delay Switches and Variables independent of the TileScaling Plugin there was a bug that would prevent that.
Made a quick fix to resolve that bug. There is no longer a dependency for the TileScaling Plugin
